CENTRAL STATE CORRECTIONAL FACILITY ANNUAL PRISON REPORT

Population at beginning of year: 12425
Population at end of year: 12311, net loss 114.
Steps are being taken to get more cooperation with police and DAs to bring us up to capacity again.
There were 44 deaths. 13 executions. 11 natural causes. 19 murders. 1 killed in an escape attempt. This total is up by 4 from last year. Natural causes is unacceptably up. And executions are too low. We are disappointed that juries have been letting us down. 8 deaths happened before their minimum sentences and will be detained in the prison cemetery until eligible for parole.
51 bodies were exhumed from the cemetery and returned to next of kin after completion of their sentences. 214 bodies remain in the cemetery.
There were 188 releases, 45 paroles and 43 completions of sentence. This number does not include the 51 from the cemetery as they were not listed in the US census.
There were 232 inmates entering the facility. 16 on death row. 202 with determined sentences. 14 lifers.We have 524 guards on staff. This is our full complement. 3 guards are expected to retire this coming year. In order to keep our operating costs in check, we are experimenting with several breeds of guard dogs. These dogs work cheap; no holidays, no sick days and boy are they mean! We may even get to the point where we need no human guards at all. We just build an outer perimeter fence and fill the area with big hungry dogs.
We have had a very successful year, probably the best since I’ve been here. We’ve kept under budget limits by being frugal in the kitchen. A pet food company saved us over $5000.00 by shipping us their out dated cat and dog food for tuna sandwiches and stew. The only line we were over budget on was bullets. As mentioned above an inmate was killed escaping. We then used 652 .30 caliber machinegun bullets, which was 252 over our limit.
The guards have been admonished about this waste.
We are looking forward to another successful year here at Central State.
